(BGO) - In 2019, Bac Giang ranked 40th out of 63 provinces and cities nationwide in the Provincial Competitiveness Index (PCI), down 4 places compared to 2018 and 10 places over 2017. To deal with that situation, this year, the province has directed relevant departments, agencies, districts and city to take measures to increase the score of component indicators, gradually improving the investment environment and creating favorable conditions for businesses to develop.
Improving quality of serving businesses
Nguyen Cuong, Deputy Director of the Department of Planning and Investment, said: “Right from the beginning of the year, the department assigned the Business Registration Office to adjust time for processing applications. For administrative procedures in the business establishment registration, the processing time does not exceed 3 working days after the department receives valid dossiers, a reduction of 4 days compared to early last year. In case an enterprise has its guaranteed document, the department will issue the certificate within a day ”.

At the same time, the Department of Planning and Investment has cooperated closely with the provincial Public Administration Service Center in using the second seal to handle dossiers according to the 5-spot principle “Receive, evaluate, approve, seal and return results" right at the center, with more than 400 documents handled.
It has also advised the provincial People's Committee to pilot the appraisal of investment projects via face-to-face meetings at the provincial People's Committee Office in order to shorten the time for project appraisal to apply for approval. The Department of Planning and Investment has worked with the provincial Tax Department and branches of commercial banks to issue tax codes and bank accounts, providing maximum conditions for enterprises to operate immediately after receiving business registration certificates.
Similarly, the Department of Natural Resources and Environment has taken many measures to increase the score of the land access indicator. This is an important indicator to help businesses soon get a land use right certificate and ground for investment activities.
The department has publicised the planning of Tien Hung industrial cluster (Luc Nam district) and Lang Cao industrial cluster (Tan Yen district), creating conditions to attract businesses, while coordinating in removing obstacles for districts, city and enterprises in site clearance work.
For the time cost indicator, the provincial Public Administration Service Center has actively inspected and supervised the performance of civil servants working at one-stop-shop sections to guide and handle administrative procedures related to enterprises, ensuring quality, progress and return of results in line with regulations. The rate of dossiers received and processed through online public services at levels 3 and 4 has increased as compared to the plan.
Assigning specific tasks to units
According to the plan, this year Bac Giang strives to increase its PCI by at least 10 places compared to 2019, ranking the 30th among 63 provinces and cities. To achieve the set goal, since the beginning of the year, the provincial People's Committee has held large-scale conferences to popularise the province’ policy.

The province has clearly stipulated the responsibilities of each unit to implement 128 specific objectives and groups of objectives. In addition, it has built a set of indicators to assess competitiveness at the department, agency, and locality level. The Department of Planning and Investment has distributed questionnaires to more than 3,000 enterprises and people to collect their feedback on the performance of state agencies, thereby making prompt adjustments and contributing to improving the province's PCI.
The Chairman of the provincial People's Committee has decided to set up a Steering Committee for organising the implementation of solutions to improve the PCI and a special working group to directly help the Chairman receive and process feedback from businesses and investors regarding difficulties and obstacles facing their operation process.
As a result, the business investment environment improvement has seen many positive changes. The rate of overdue dossiers and administrative procedures has decreased significantly. Many prolonged shortcomings and problems have been thoroughly resolved by departments and agencies.
