(BGO) - In Bac Giang province, specialized digital signatures have been applied in departments, agencies, and People's Committees at all levels since 2015 with many utilities. To build e-government, the provincial People's Committee required the units to increase use of specialized digital signatures, striving for all issued documents digitally signed from May 1, 2021.
High rate of documents with digital signature
Digital signatures and digital certificates of agencies and units in the province are issued and authenticated by the Government Cipher Committee. They are integrated into the province’s interlinked document system, document management and work monitoring software to facilitate work processing. The management of digital signatures has been done regularly, promptly meeting the needs of organizations and individuals; and ensuring information security in electronic transactions.

Statistics from specialized agencies, the province has so far issued more than 5,700 digital certificates, including 4,028 for individuals and 1,676 for organizations. In addition, it has also built and put into use document management and work monitoring apps on iOS and Android operating systems; granted 156 PKI simcards and made subscribers get connected to the network serving digital signature on mobile devices.
According to Tran Thi Xuan, Director of the Center of Information Technology and Communications under the provincial Department of Information and Communications, the implementation of digital signatures of organizations and individuals in the province is quite good, with high ratio of documents digitally signed by leaders, at more than 97 percent at the provincial level.
To achieve that result, every month, the center extracts data of each locality and unit in order to report to the Chairman of the provincial People's Committee for direction. Reality shows that where the heads pay attention to the issue, those places see high results. Bac Giang city, Viet Yen, Yen Dung and Tan Yen district; the Departments of Foreign Affairs, Planning and Investment, Agriculture and Rural Development are examples.
Overcoming difficulties, raising responsibility
The use of electronic documents with digital signature contributes to changing the working habits of officials, civil servants and public employees, and at the same time saving billions of dong for the State budget each year. However, the use efficiency in some places is not high. The reason is that the document management and work monitoring software of a number of departments and commune-level People's Committees has not run on the specialized network system of the province, but mainly the normal networks, leading to interruption of the transmission line. Under the direction of the provincial People's Committee, from May 1, 2021, all electronic documents sent and received, 90 percent of the documents at the provincial level, and 80 percent of the documents at the district level must have digital signatures; 60 percent of the documents at the commune level are handled on the document management and work monitoring software. |
Identifying people as an important factor to improve the digital signature rate of electronic documents, recently, Tan Yen and Hiep Hoa districts have organized training courses for nearly 200 cadres, civil servants and public employees who are communal leaders and related officials. Viet Yen district quarterly checks and scores the use of document management and work monitoring software, and digital signature of nearly 400 officers.
According to the leaders of the Department of Information and Communications, next time, the department will review and inspect agencies and units with low ratio of digital signatures and work processing on the document management and work monitoring software to promptly remove problems and difficulties as well as guide them how to prepare the technical infrastructure and human resources conditions.
In particular, agencies and units need to pay attention to investing in information technology infrastructure and equipment to meet the application of new technologies. Users must change their perception and habit to apply information technology in work management and monitoring.
