Procedure simplification helps all "run" fast

(BGO) - Over the past time, many departments and agencies in Bac Giang province have actively shortened the time for handling administrative procedures for projects and programmes as well as related licensing activities, thereby creating favorable conditions for people and businesses, and contributing to improving the investment and business environment of the province.

Returning dossiers ahead of schedule

Currently, the Department of Finance is responsible for 52 administrative procedures, of which 40 are handled by the department and 12 by authorities at the district level. Not only improving the granting of project codes, the department has also simplified some administrative procedures that frequently generate dossiers, cutting the handling time from 5 days to 1-2 days and from 3 days to 1 day like buying bill books or single invoices.

Staff of the Department of Agriculture and Rural Development check the conditions and issue a licence on the spot for a fertilizer trading establishment in Kep township (Lang Giang district).

All administrative procedures applying online public services at levels 3 and 4 are solved ahead of schedule and on time. Particularly in the third quarter of 2021, the department received 605 dossiers and returned them all ahead of schedule.

Similarly, the Department of Construction is currently in charge of 58 administrative procedures. On average, the department receives and processes from 80 to 100 applications per month, with the rate of dossiers returned ahead of schedule reaching 95-98 percent. In particular, some procedures are completed in two thirds of the scheduled time such as issuing construction permits; granting construction practice certificates to individuals and construction capacity certificates to organizations.

Continuing to promote technology application, simplify procedures

Along with the Departments of Construction and Finance, the Departments of Industry and Trade, Agriculture and Rural Development, Information and Communications, and Culture, Sports and Tourism have also been praised by the Chairman of the provincial People’s Committee for high rates of administrative procedures completed ahead of schedule. To achieve this result, the heads of the agencies made careful directions and assigned tasks to each division and unit, as well as regularly inspected the progress.

Dao Cong Hung, Deputy Director of the Department of Construction said: “Together with grasping each part of daily work, the department publicised administrative procedures on its portal and some social networks, and at the reception area for organizations and citizens to study before submitting dossiers for settlement. It has well implemented processes and regulations on coordination between agencies in handling administrative procedures…”

At the Department of Agriculture and Rural Development, instead of doing it in the traditional way, now the procedure for granting a business licence in the field of plant protection drugs and fertilizers is handled on the spot.

The shortening of the time for handling administrative procedures by departments and agencies has brought in practical benefits, making people and businesses satisfied. In the coming time, agencies and units involved in handling administrative procedures in many fields will promot the application of information technology as well as the dynamism and creativity of officials and civil servants in performing duties. All people concerned must bear responsibility for slow and late settlement as well as troubles to people and businesses.

Speaking at a meeting with businesses and entrepreneurs on October 12, Secretary of the provincial Party Committee Duong Van Thai said that agencies at all levels, sectors and localities have focused highly on promoting administrative reforms over the past time. Many procedures have been simplified, with the handling time shortened. The sense of responsibility and serving attitude of officials and civil servants have improved markedly.

In the coming time, the province will continue to direct stepping up administrative reform; improving the business investment environment, especially focusing on raising the quality and sense of responsibility of officials and civil servants; tightening administrative discipline; and strongly changing the way of thinking, from "allowing", "licensing" to "serving". In departments, agencies and localities, each official and civil servant must give up the thinking "your business, my business", but all must join hands for the development of the province.
