(BGO) - In order to create a favorable business and investment environment, following the direction of the provincial People's Committee, departments, agencies, sectors and localities have diversified "channels" of accessing information, providing timely support and handling difficulties for businesses, thus helping investors and enterprises to operate effectively; and improving the provincial competitiveness index (PCI).
Applying technology to receive and process information
Over the past time, the Office of the provincial People's Committee, departments, agencies and sectors have publicized many Zalo groups, hotlines and administrative procedures to receive feedback and recommendations from businesses and investors. The province set up steering committees to support enterprises.

Director of the Department of Industry and Trade Tran Quang Tan, who is also deputy head of the Steering Committee for supporting enterprises to develop production and prevent and control the Covid-19 epidemic in the province, said that, in June 2021, the provincial People's Committee established a steering committee and support teams. In order to operate effectively, the steering committee and support teams set up Zalo groups and publicized their hotlines.
Through this form, the steering committee and support teams received many opinions and recommendations on such issues as labor - employment, production, pandemic prevention and control, export of goods... Most of the problems reflected by enterprises were addressed immediately.
Similarly, the working group to receive and process information and feedback from businesses and investors in the province has also operated effectively with the establishment of many "channels" to receive petitions and handle them flexibly. Of which, the Zalo group "Listen to businesses" and the software "BacGiangTCT" have attracted more than 1,000 businesses and investors.
Simultaneously, the province has directed units to promote administrative procedure reform in such areas as investment and business registration; issuing and renewing investment certificates; making import and export declarations… Some departments have applied the "5 on-the-spot" process (receiving, appraising, approving, sealing and returning results), cutting down up to 80 percent of the handling time. Therefore, enterprises' applications were received and processed in a timely manner.
Contributing to improving PCI score
In the first months of 2021, despite being affected by the Covid-19 epidemic, the province still had many newly established businesses. In October alone, Bac Giang attracted a total investment capital of 22.5 million USD.
According to Dong Anh Quan, Director of the Center for Investment Promotion and Enterprise Development under the Department of Planning and Investment, although the investment promotion and support for businesses through various forms proved effective, many businesses have not yet joined Zalo groups and common applications to report and exchange information with management authorities.
To solve this situation, the provincial People's Committee asked units and localities to strengthen exchanges with businesses via different "channels", organize dialogues with enterprises and cooperatives to promptly remove difficulties, and better administrative procedure reform.
Recently, the provincial People's Committee established a working group to directly advise, guide and support Japanese enterprises. This is the first time the province has set up such a team to support this country's enterprises. Once operational, it has the task of advising and proposing to the provincial People's Committee and its Chairman on mechanisms, policies and measures to solve problems related to the investment environment for Japanese enterprises.
Provincial leaders have regularly organized meetings and dialogues with businesses to capture, share and solve difficulties facing them. Recently, the Standing Board of the provincial Party Committee also held a dialogue with businesses and entrepreneurs, during which leaders of the province and relevant agencies continued to have more appropriate and effective directions, orientations and solutions.
Departments, agencies, sectors and localities also had their own ways. For example, the Department of Planning and Investment established a Zalo group to assist local businesses and cooperatives. In addition to providing information on relevant guidelines, policies, programmes, plans and projects of the province, this is also a "channel" to receive feedback and aspirations from businesses.
