(BGO) - In 2020, Bac Giang ranked 10th out of 63 provinces and cities in digital transformation, of which, the value of digital government ranked 7th nationwide, the highest ranking of the 3 pillars. This result was gained thanks to the province’s efforts in construction of infrastructure and completion of specialized information system based on digital platforms and run by digital procedures.
Leading the nation in administration modernization
According to an announcement by the Ministry of Information and Technology, Bac Giang’s pillar of digital government scored 0.4455 points in 2020 in which many sub-indices were highly evaluated. Particularly, the administration modernization ranked first nationwide in 2020.

The result Bac Giang has gained in building digital government is an important premise in development of digital government, according to Nguyen Gia Phong, Vice Director of the provincial Department of Information and Communication.
The province has built the e-government framework and the ICT reference framework for smart cities. Digital certificate has been widely used in which the document system has been connected to 100 percent of the administrative agencies and units at all levels in the province.
Specially, Bac Giang has soon implemented and applied the one-stop- shop system in dealing with administrative procedures and 3-level connection (provincial, district and communal levels) and teleconference network in 285 bridgeheads in the entire province.
Bac Giang was evaluated a leading locality in connecting to the national databases from the provincial integration and data sharing platforms.
In April 2020, the provincial Department of Information and Communication finished connecting the provincial one-stop- shop system to the document and work management software system to facilitate processing administrative procedures following the principle of “5 on site” (receiving, appraising, approving, sealing and returning results) while the leaders needn’t to present at the one-stop-shop division.
The Information Technology and Communication Center (under the Department of Information and Communication) has integrated and connected the two systems based on the existing framework. The rate of digital signature reached 99.8 percent for the organizations and 99.7 percent for individuals, which facilitated processing “5 on site” administrative procedures. Currently, 67 administrative procedures at the provincial Center for public administrative services and 8 procedures at the one-stop-shop of Bac Giang city are being implemented under this form.
Efficiency of online processing of administrative procedures was strongly affirmed when Covid-19 pandemic occurred in Bac Giang. The administrative procedures were still smoothly and effectively processed. The rate of online submission reached 60 percent, doubling the figure of the period before the pandemic.
Digitalization of specialized data
To better constructing digital government, Bac Giang province will continue upgrading and expanding the provincial Data Integration Center and build the operation center for smart cities with integrated data and existing system of the province to provide the provincial leaders with overall information of different agencies, sectors, localities and fields. |
The determination to build and successfully implement digital government was also stressed at the Resolution No 111/NQ-TU dated June 11, 2021 of the provincial Party Committee on digital transformation of Bac Giang province in 2021-2025 period, towards 2030.
It aims to create a modern, professional, transparent and effective administration serving socio-economic development and investment attraction and satisfying citizens and enterprises. Besides, it targets to mobilize and utilize resources to foster development of digital technological platforms and high-quality human resources for the province’s digital transformation.
In order to realize that Resolution, the agencies, units and localities have issued implementation plans with a focus on development of synchronous and modern digital infrastructure, effective application of core technologies in management and governance, creating open database and supplying online public services at level 3 and 4.
In digitalizing specialized data towards online processing of assignments and administrative procedures, the provincial Department of Natural Resources and Environment is speeding up the project on building the provincial land database while the Department of Agriculture and Rural Development is running the livestock information and database system of Bac Giang province.
So as to better constructing digital government, Bac Giang province will continue upgrading and expanding the provincial Data Integration Center and build the operation center for smart cities with integrated data and existing system of the province to provide the provincial leaders with overall information of different agencies, sectors, localities and fields.
