(BGO) - Mobilizing the whole political system, ensuring benefit for local people and arranging reasonable resettlement are methods which Viet Yen district (Bac Giang province) has implemented in land clearance for key projects, hence creating clean land fund, attracting investors to the localities and boosting up socio-economic growth.
Helping locals soon settle toward prosperous business
Nhu Nguyet bridge construction project on Hanoi - Bac Giang Expressway was approved by the Chairman of the provincial People’s Committee in late 2021 with total cost of over 450 billion VND. It is a traffic project with special meaning in developing local socio-economy.

Implementing the project, Viet Yen district must reclaimed nearly 6,600 square meters of 16 families, individuals in Nam Ngan village (Quang Chau commune) and one organization. During implementation, the competent agencies closely cooperated with local authority to review, classify and define the land origin then created specific programme and roadmap for execution.
To ensure the rights for local people, the district People’s Committee arranged land fund for resettlement at Dong Van residential area in the north of Quang Chau commune which is a new residential area with synchronous infrastructure and suitable location for service development so the households agreed with the policy soon.
Therefor, the district completed the task of land clearance and compensation for the project in the middle of April, two months ahead the schedule.
There are more than 200 projects under execution in Viet Yen district, including many key ones. With huge area for land clearance in complicated condition, the district Party and authority have issued specific policies and solutions for each project so as to call for joint collaboration from all competent forces, political and social organizations from district to commune and town levels.
Noticeable, in addition to enhance dialogue, the locality also considered to arrange suitable area for resettlement so that owners of reclaimed land can have new home in earliest time with qualified quality.
Harmonious benefit
Actual condition in Viet Yen proved that apart from advantages in position, infrastructure and traffic connection, the investment attraction is resulted from land assessing policies and administrative procedure settlement. So, the district always defines quick site work to hand over clean land fund for project execution is the key to welcome investor.

To ensure harmonious benefit of Government, investor and land user in projects which the land is reclaimed by authority, apart from compensation and supporting policies as regulation, the locality allows owners of reclaimed land to select the way of resettlement. The district encourages investors to give more assistance during implementation of non-budget investment project.
For instance, to execute Viet Yen Golf Course project, besides the regulated expense to compensate for the tomb, the district People’s Committee suggested the investor to provide five million VND more per tomb so that the family can remove it.
It is the prominent experience in land clearance task in Viet Yen that local authority encourages the investor to give more support to ensure harmonious benefit for owners of reclaimed lands.
Leaders of the party, authority and organization should raise the responsibility when receiving citizen, handling letter and complaint; set up working groups to review, inspect and handle cases.
Nguyen Dai Luong, Chairman of Viet Yen district People’s Committee said: “The land clearance is defined as the measurement for local readiness and determination in investment attraction. We always consider it as the key political task of the party and authority. When a project is approved, the whole political system joins hand to successfully implement it in soonest period, especially key and big ones so as to create breakthrough in investment attraction and local socio-economic development”.
