(BGO)- Currently, most of the industrial parks (IPs) in Bac Giang province have been leased out, facing shortage of land resource to attract investment especially big projects. Addressing this circumstance, the province has directed the localities with newly established and expanded IPs to pay high attention to accelerating land clearance progress to meet the schedule.
Clearing hundreds hectares of land
According to the provincial Industrial Zones Authority, 8 IPs in the province were approved investment policies, 5 of which have come into operation includ-ing Dinh Tram, Van Trung, Quang Chau (in Viet Yen district), Song Khe – Noi Hoang (in Yen Dung district and Bac Giang city) and Hoa Phu (in Hiep Hoa dis-trict). Most of the IPs have been leased out, facing shortage of land resource to attract new investors.

Addressing this circumstance, the localities have collaborated with the infrastructure investors to speed up the land clearance progress for the new IPs such as Tan Hung (in Lang Giang district), Yen Lu (in Yen Dung district), Vietnam-Korea (in Viet Yen district) and expanded Hoa Phu IP.
Last November, Tan Hung IP was approved the investment policy by Prime Minister for infrastructure construction and trading at the scale of more than 105 hectares in the communes of Xuong Lam and Tan Hung. Lideco 1 joint stock company (Hanoi) is the investor. After getting the investment policy approval, Chairman of the provincial People’s Committee issued decision on establish-ment of this IP while directing Lang Giang district to collaborate with related agencies, local governments and people to implement land clearance.
According to Nguyen Van Bang, Chairman of the district people’s committee, 102.9 hectares of land have been cleared, in which 72.6 hectares have been leased. The land clearance progress of Tan Hung IP met the requirements. For the rest land area, the district requested the related divisions and communal gov-ernment to strive for people’s consensus to complete land clearance this year.
Viet Yen district has cleared 49.5 per 50 hectares of land in Vietnam-Korea IP, reaching 99 percent of the total area. The obstacles in the rest area are being sur-mounted. The investor has leveled 43 out of 46 hectares of leased land and accel-erating construction of technical items to bring the IP into operation and attract investors since September this year.
Similarly, Yen Dung district has triggered land clearance for f Yen Lu IP at the scale of 377 hectares right after getting approval. In phase 1, the district targets to implement land clearance with 163 hectares in the villages of Yen Hong, Yen Tap Bac, Yen Tap, Yen Tap Ben and Long Trung Van by September 30. The lo-cality will hand over land to the investor (Capella real estate joint stock company in Hanoi) in this October.
Striving for on-schedule implementation
At the monthly meeting of the provincial People’s Committee in June, Chairman of the provincial People’s Committee Le Anh Duong stressed, in the first months this year, the province has not attracted large-scale projects due to lack of land resource in the IPs. Facing this circumstance, he requested the localities to rein-force resources and pay high attention to accelerating land clearance progress on the remaining land area of the newly established and expanded IPs to soon hand over land to the investors.

Accordingly, the province will focus on some solutions such as providing de-tailed land clearance plan for each IP under successive method and dividing into some stages with periodical meeting to check upon the progress.
The province also established the steering committee and task force to supervise implementation of the projects to timely grasp difficulties and obstacles to rec-ommend handling measures for specific cases. Besides, the province required the districts and the Department of Natural Resources and Environment to provide propaganda and identify the precise land origin for clearance.
The localities with IP projects have established steering committee for land clearance led by Chairperson of the district people’s committee or Secretary of the district party committee to grasp the situation and direct implementation.
The center of land resource and industrial cluster development in the districts is assigned to take in charge of land clearance.
Besides, the sub-committees for land clearance are established in the communes with engagement of the secretary communal party committee, village leaders, re-lated agencies and unions to raise awareness of the locals about purposes and meanings of the projects to reach consensus.
