(BGO) – The industry has strongly developed in the northern province of Bac Giang for recent years leading to sharp increase of housing demand for labours. To handle this issue, the province has approved and implemented many social housing projects for workers (SHP) to raise the local investment attraction. The implementation proved initial positive results together with some obstacles.
Reviewing schedule of each project
Following the instruction from the provincial Party Committee’s Standing Board at the document No.1226/CV-TU on May 5, 2022 about accelerating the implementation progess of social housing investment and construction projects for workers in the province, the provincial People’s Committee (PPC) assigned tasks to the departments, sectors and People’s Committee in the districts and city. At the same time, PPC Chairman established Working Group to assist the acceleration of execution progress of SHP.

Now, the province has 14 SHP under execution, 10 of which have investors. The working group monitors, expedites and review the execution schedule of each project to clarify responsibility of relevant bodies.
The SHP in new urban area of Nenh town (Viet Yen district) has quickly implemented and met the set schedule. After removing plane obstacles, the construction contractor built 5 out of 10 buildings as schedule.
The SHP in Quang Chau commune (Viet Yen district) was invested by Vega Investment Joint Stock Company with total capital of about one trillion VND on 4.2 hectares to build three 18 storey buildings which consist of 5,000 square meters. When the project is completed, it can supply house for 3,600 people.
Now, the investor has made detailed project progress milestone. The company has cooperated with the People’s Committee in the commune and district to strive to complete the site work before October 15, 2022; prepare, verify and approve for the construction engineer drawing before November 15, 2022.
Besides, several projects have been regularly checked. The Working Group holds meeting to grasp specific issues, compare the project execution in different periods to expedite the schedule and clarify the reason for any delay to propose settlement.
Widely opening, supporting procedure for citizen
Apart from good execution projects, many others encounter a lot of difficulties in land clearance. According to the Department of Construction, the land use plan in 2021 – 2025 period and housing development plan in 2021 – 2022 period have not been approved so there is no basis to establish, verify and approve for the investment policy of SHP within the list of approved projects. It is hard to register to buy social house in line with Law of House, especially confirming the condition of house and land at communal People’s Committee level.

Director in charge of SHP in Nenh town Nguyen Minh Chau said: “After the project investor announced to sell future house, 27 profiles were received and submitted to the Department of Construction for approval from May to July, 13 of which were sent by labours at businesses in the surrounding industrial parks of Dinh Tram, Quang Chau and Van Trung”.
To speed up the SHP progress, in the upcoming time, the Department of Construction should cooperate with the Department of Natural Resource and Environment to urgently submit the house development plan in 2021 – 2025 period, land using plan in 2021 – 2025 period for approval as the basis to prepare and approve for the list of projects for investment attraction; make, verify and approve for the investment policy of SHP to be executed.
Viet Yen district People’s Committee will make master planning adjustment to build, zone off the construction area as the basis for verifying the SHP feasibility report as regulation.
The competent agencies should widely inform the businesses and labours in the industrial parks about the house sale and support policies for capital loan to buy social house.
Also, the beneficial cases should be extended to buy social house, including workers at the businesses outside the industrial park and cluster.
Some proposed to have a hotline helping answer the questions from workers and companies about the SHP as well as assist them to proceed procedure to buy and hire the social house.
