(BGO)- After 2 years of implementation, a number of components within the project “improved land governance and database” (VILG project) led by the provincial Department of Natural Resources and Environment have been completed, contributing to enhancing administration efficiency.
VILG project is funded from World Bank (WB) concessional loand, which has been implemented since 1st quarter 2017 in 30 provinces. The project’s objective is to improve efficiency and transparency of land administration services through the development and implementation of the national Multipurpose Land Information System (MPLIS) .

In Bac Giang province, the project has been implemented in 6 districts including Lang Giang, Yen The, Tan Yen, Viet Yen, Yen Dung and Luc Nam led by the Department of Natural Resources and Environment in 2020 and 2021.
According to Do Van Ninh, Vice Director of the Land Fund Information and Development Center (under the provincial Department of Natural Resources and Environment) and Secretary of the VILG Management Board, the participating districts have completed the components of planning database, land use plan, statistic database, land inventory and land price information as of February 27.
The 6 project districts have over 1 million parcels of land. However, the provincial Land Registration Office has just received and checked nearly 309,000 out of 527,000 filed land parcels (mainly residential land and part of agricultural land area after being consolidated with records). To date, this Office has integrated about 270,000 parcels of land on MPLIS.

According to Nguyen Son Ha, Deputy Director General of Hanoi Cadastre and Environmental Resources Joint Stock Company, one of the contractors of VILG project in Bac Giang, the company is working with competent agencies to check and reorder the documentation systematically, scanning and entering data into the software and finishing related works. Up to now, the company has completed nearly 85,000 records of land parcels and sent to the provincial Land Registration Office for double check before integrating into the software.
“Currently, the project Managing Board is requesting the participants to concentrate on correcting and checking to integrate all information of the land parcels with “clean profile” into the software. For the other land parcels, the Department of Natural Resources and Environment will advise the provincial People’s Committee to continue implementing the scheme to standardize cadastral records to gradually integrate and add into the software. We strive to transform all land-related public services from direct method into online method in the soonest time contributing to improving administrative efficiency and transparency while facilitating and reducing costs for citizens to deal with this service”, said Bui Quang Huy, Director of the provincial Department of Natural Resources and Environment and Director of VILG project Managing Board.
