(BGO) – On March 8, the Vice Chairman of the Bac Giang provincial People’s Committee (PPC) Phan The Tuan chaired a meeting to review the progress to invest and build urban, residential and housing projects without using state budget (Project) in the province.
So far, more than 100 Projects have been executed in the province but most of them are delayed due to obstacles in land clearance.

Concluding the event, the PPC Vice Chairman Phan The Tuan pressed that these above mentioned Projects are key source for budget collection. Particularly, social and worker housing projects receive due attention from the Government, ministries, sectors and PPC in order to meet the people’s housing demand.
With the growth rate and rich potential, Bac Giang has attracted many investors to the real estate. However, the execution of projects using non-budget capital was delayed, leading to the risk of losing huge investors.
The provincial leader stated that some investors or project management board of investors lacked qualification and knowleadge about investment and construction procedure. They relied on consultants and in some case disqualified consultant must be changed, causing extended time.

So all Projects must be inspected with specific route for recovery. The Department of Natural Resources and Environment was urged to consult the PPC to issue the policy for settelement, restrict the project adjustment except for special case (to be done with proposal, clear reason, orientation and effective evaluation).
The People’s Committee in the districts and city need to assign the land clearance as the key task for the division, sector and agency while urging regular report of execution result so as to quickly hand over the land for construction. The authority must conduct timely inspection to expedite and clarify the responsibility of parties who fail to fulfil the assigned task.
The investors were ordered to speed up the construction progress on the handed over area with construction permit while selecting qualified consultant to early complete procedure for investment preparation.
