A leader of the Department of Information and Communications said that in order to achieve high scores for sub-indexes, the province analyzed each sub-index, thereby organizing implementation with many innovative models and ways.

At the same time, the province continued to improve the infrastructure to serve digital transformation. The Local Government Service Platform (LGSP) has connected to the National Government Service Platform (NGSP) with 13 services to ministries and central agencies. The agencies and localities have actively allocated funds to serve the digital transformation work, focusing on infrastructure, equipment and transmission lines.

According to Than Van Thuan, Vice Chairman of the Viet Yen district People's Committee, being well aware of the importance of digital transformation, the district has developed its own digital transformation project worth about 100 billion VND (4.2 million USD).

Such an investment will ensure the synchronization and modernity of infrastructure and equipment, meeting the current digital transformation tasks. Similarly, the districts of Lang Giang and Yen Dung have also sketched out projects and plans for digital transformation with large investment resources.

For the digital economic activity, seven out of 12 sub-indexes achieved the maximum score, notably the number of small and medium enterprises accessing and participating in the Small and Medium Enterprises Support Programme for Digital Transformation (SMEdx). All organizations, businesses and business households in the province use e-invoices; while 100% of electronic tax refunds were conducted for export and investment projects.

Fixing limitations, continuing to raise scores

According to Resolution No. 111 of the provincial Party Committee, Bac Giang strives to be in the top 15 provinces and cities in the country in the Digital Transformation Index by 2025 and in the top 10 by 2030.

That result showed the determination of the province in administrative reform, building a serving administration and attracting investment, aiming to become one of the leading localities in the country in terms of digital transformation.

With a solid digital transformation foundation with certain successes over the past time, the province aims to continue its comprehensive and people-centered digital transformation roadmap.

According to the DTI 2022, Bac Giang had two out of nine sub-indexes with lower scores than 2021. Many sub-indexes saw higher scores but a decline in ranking. Therefore, the provincial People's Committee has assigned the Department of Information and Communications to make a report indicating sub-indexes that failed to reach the maximum score or posted lower score, and the causes.

On that basis, it will give recommendations to the chairman of the provincial People's Committee on measures to improve the score and ranking of sub-indexes.

Truong Van Nam, Vice Chairman of the People's Committee of Luc Ngan district informed that the district has promoted communication work to mobilize resources to provide tools serving digital transformation such as smartphones and computers for people in difficult circumstances.

The Departments of Industry and Trade, Planning and Investment, Science and Technology, and districts and Bac Giang city have promoted communications and digital skills training for local businesses, cooperatives, households, and farmer households; and helped connect production and business households with e-commerce platforms. The Department of Information and Communications has continued to upgrade and develop the Bac Giang Open Data, along with digital platforms.
