Accordingly, the PM agreed in principle to assign the People's Committee of Bac Giang province to invest in the construction and expansion of Nhu Nguyet Bridge with the local budget. The Ministry of Transport is tasked with closely coordinating with the provincial People's Committee to ensure that the investment is in line with the planning and legal regulations, with progress and quality guaranteed.
The Prime Minister asked the provincial People's Committee to be responsible for implementing the project in accordance with the provisions of the law, ensuring quality, progress, efficiency and safety without any negative phenomena and waste causing state budget losses.
After the project is completed and put into operation, the Ministry of Transport is responsible for managing revenue and adjusting the build-operate-transfer (BOT) contract for the project to upgrade and expand the Hanoi - Bac Giang section, ensuring the toll collection is in accordance with the law.
The Hanoi - Bac Giang - Lang Son Expressway is implemented through two investment projects in the form of BOT, of which the project to upgrade National Highway 1’s Hanoi - Bac Giang section (Hanoi - Bac Giang Expressway Project) was launched in 2014.
The road was built under the highway standard, with designed speed of 100 km/h and roadbed width of 33m, including four lanes for motor vehicles. On the route, there are currently two two-lane positions: Xuong Giang Bridge and Nhu Nguyet Bridge.
At present, the traffic density on the Hanoi - Bac Giang route is increasing. The Xuong Giang and Nhu Nguyet Bridges have become traffic hotspots with frequent traffic jams. To ensure synchronization in exploitation scale, it is necessary to invest in expanding the two bridges.
