Bac Giang: Safety Zone II communes get facelift

(BGO) - Nine years since 16 communes of Hiep Hoa district (Bac Giang province) were recognized as part of the Safety Zone II or ATK II (formerly the area hosting the Party’s revolutionary leadership activities during the resistance wars against the French colonialists and American imperialists), the socio-economic development in these rural areas has seen strong breakthroughs.

Wide village roads

In the first days of the Lunar New Year 2021, we returned to Hoang Van commune – a revolutionary countryside which marked many brilliant milestones during the anti-French resistance war in Hiep Hoa district. Throughout the villages, many high-rise buildings with villa designs have sprung up. The wide concrete roads together with the lighting systems on both sides are no different from cities.

Secretary of the communal Party Committee Chu Van Bac, who worked in the commune for many years, recalled that in 2012, when Hoang Van was recognized as a Safety Zone II commune, its infrastructure was still poor, with lack of many facilities. Moreover, the commune is located in an unfavorable position in terms of transportation and the poverty rate was still high.

With the State's support policy for communes in the Safety Zone, after nine years, the socio-economic situation of Hoang Van commune has seen strong changes. Infrastructure facilities such electricity works, roads, schools and medical stations have been built. The proportion of concrete roads in the commune reaches more than 90 percent. 70 percent of the local households have high-rise buildings. The cultural, art and physical sport movements take place bustlingly. In October 2019, Hoang Van commune fulfilled all the new-style rural area building targets, one year earlier than the plan.

Not only Hoang Van, other communes in the Safety Zone II Hiep Hoa have also seen strong developments.

The highlight of the Safety Zone II communes is the construction of infrastructure, especially transport infrastructure. All main arterial roads have been upgraded and expanded, and nearly all village roads have been concreted. Currently, 15 out of 16 communes in the zone have been recognized as new-style rural areas. In 2021, the district will spend more than 100 billion VND (4.34 million USD) building infrastructure facilities for Mai Dinh commune to help it fulfil all the criteria as planned.

Attracting investors

Along with building rural roads, schools and classrooms, the planning, site clearance and investment attraction in these communes have also made strong breakthroughs. Now in agriculture-based rural areas across Hiep Hoa district, many industrial zones and clusters have been formed, becoming attractive destinations for investors. For example, Thanh Van and Hoang An communes are planned to establish industrial zones on a total area of about 200 hectares. The Hoa Phu Industrial Park is planned to cover over 207 hectares in the first phase. At present, 160 hectares of land was cleared for the project, which have lured 14 secondary investors.

The 70-hectare Hop Thinh Industrial Cluster project has seen 30 hectares of ground cleared in its second phase, with 100 percent of foreign investment capital. In the 2015-2020 period, Hiep Hoa district attracted more than 90 enterprises with a total investment capital of nearly 4.2 trillion VND (182.37 USD), and most of the projects are based in the Safety Zone II communes.

In the 5-year socio-economic development plan and the action programme to implement the resolution of the 24th district Party Congress for the term 2020-2025, the district prioritizes the development of industry and services, taking industry as the main driver of economic growth. It will pay attention to the development of infrastructure and urban areas in a synchronous and modern fashion; and to building roads, waterways and bridges crossing the Cau River connecting Hiep Hoa district with Bac Ninh, Hanoi and Thai Nguyen. The district plans to attract investment in building a number of river ports in service of cargo transportation of industrial zones and clusters.

Hiep Hoa will focus on ground clearance for industrial zones and clusters. It targets industry-construction production value accounting for more than 65 percent and services over 25 percent. The rate of national standard schools is expected to reach 95 percent. By 2025, the district strives to achieve the status of tier-4 urban area.

We are excited about the changes of the revolutionary countryside and feel more honored and prouder as recently, the Prime Minister recognized the Safety Zone II Hiep Hoa as a special national relic site with eight relic destinations in Hoang Van, Hoa Son, Hoang An and Xuan Cam communes.
