(BGO) - In 1943, the Vietnamese Party issued the Outline of Vietnamese Culture, drafted by then Party General Secretary Truong Chinh. The document laid the foundation and paved the way for the development of revolutionary cultural theory in Vietnam. It was a flag gathering and encouraging the country's intellectuals, writers and artists to enthusiastically join the revolutionary cause led by the Party.
Over the years, the provincial Party Committee and People's Committee have issued many documents leading and directing the development of culture, literature and art. Bac Giang’s literature and art have seen significant developments in both quantity and quality. The provincial Literature and Arts Association has 176 members engaging in the fields of prose, fine arts, poetry, theater, architecture, music, folklore, and photography.

In addition, art performance activities have been enhanced, strongly targeting the grassroots levels, with diverse and rich forms such as cheo (traditional opera) performances, music festivals, exhibitions, book introductions and cultural talks. The activities of folk singing clubs have been maintained, creating a unique picture of Bac Giang culture.
Many authors and works have won high prizes in regional and international festivals and shows. For example, Meritorious Artist Quynh Mai was awarded the Gold Medal at the Professional Theater Festival in 2013; artist Van Tan set a Vietnamese record as the person who acts as Uncle Ho on stage and cinema the most; composer Tuan Khuong won the A prize for songwriting at a contest held by the ASEAN Inter-Parliamentary Assembly.
Over time, the awareness of Party committees and authorities at all levels, officials, Party members, writers, artists and people in the province about culture, literature and art has been raised. Literary and artistic activities have seen new developments and become more and more professional.
Cultural movements with extensive development have inspired a large number of artists and writers to compose literary and artistic works, contributing to building a healthy cultural environment and developing Bac Giang people comprehensively as well as spreading the beauty of the land and people of Bac Giang to the public.
To continue to well implement the major guidelines and orientations in the Outline of Vietnamese Culture as well as the Party's documents on culture, literature and art, the development of Bac Giang literature and art in the new period requires all-level Party committees, authorities and agencies to continue popularizing the historical significance, and the profound and lasting theoretical and practical values of the Outline; as well as the key contents and directions of Party General Secretary Nguyen Phu Trong at the National Cultural Conference. They also need to speed up realization of Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continued implementation of Directive No. 05-CT/TW on "Promoting the studying and following of Ho Chi Minh thought, morality and style".
It is necessary to constantly raising awareness among Party committees and authorities at all levels and people about the position and role of cultural, literary and artistic development in the province’s renovation and sustainable development; identify cultural development and people building as the central task, and align cultural development and human development goals and tasks with socio-economic development objectives and tasks of each locality, organization, agency and unit.
The province should intensify the work of composing, promoting and disseminating literary and artistic works to the masses; regularly organize field trips for artists and writers and create conditions for them to attend writing camps; organize seminars, workshops, training courses and cultural exchanges in order to create a composing space and improve creativeness and experience for writers and artists.
