Upgrading one-stop-shop facilities towards building e-government

(BGO) - In recent years, localities in Bac Giang province have increased investment in building and upgrading one-stop-shop facilities in a solid and modern manner, thus meeting the requirements of administrative reform towards the building of e-government and creating favorable conditions for businesses and individuals when coming to solve procedures.

Renovating and building many working offices

In early November 2019, the People's Committee of Bac Ly commune (Hiep Hoa district) completed the construction of the communal headquarters on a new land area of 1.2 ha. The 70sq.m one-stop-shop facility is located on the first floor of the two-storey building.

The one-stop-shop division of Viet Yen district is equipped with modern equipment.

In this facility, there is a glass partition on table with three boxes for handling administrative procedures in such fields as justice - civil status; labor - invalids and social affairs; and office - statistics. In addition, a large area features writing desks for citizens, a law bookcase, and a place for citizens to search for administrative procedures fully equipped with wall fans and waiting seats.

At this time, the People's Committee of Tan Dinh commune (Lang Giang district) is speeding up the construction of its new office building. The first floor is designed to be the workplace of the one-stop-shop division and other related divisions such as justice, land and office affairs as well as the working rooms of communal leaders. The building is expected to be put into use in January 2020.

Equipping standard facilities

According to Nguyen Van Nghia, Deputy Director of the provincial Department of Home Affairs, in recent 5 years, facilities and equipment in the one-stop-stop divisions have been invested to become modern, meeting standards in terms of area, creating favorable conditions for organizations and individuals.

Currently, the provincial Department of Information and Communications is urgently completing to put into use three-level shared software (province, district and commune) across the province in January 2020.

Recently, the People's Committee of Viet Yen district has invested nearly 1 billion VND (73,505 USD) in upgrading the district one-stop-shop division. Most of the funding was for equipment procurement. On this occasion, the district synchronously installed billboards of the standard size and colors at the communal one-stop-shop sections to ensure uniformity.

With such determination, in three consecutive years, Viet Yen district ranked 2nd in the national public administration reform ranking, up three places compared to 2015.

To better serve the administrative reform task, the localities have also equipped scanners to scan documents, air conditioners, and surveillance cameras. Statistics showed that the province has 24 communal one-stop-shop units equipped with air conditioners; 230 communes, wards and townships with computers, printers and Internet devices; and 108 communes with surveillance camera systems.

The localities’ increased investment in working facilities, especially in the one-stop-shop divisions, has contributed to changing the appearance of administrative agencies, creating people’s sympathy and trust for the government.

The results of surveys on the satisfaction of organizations and citizens on the service of state agencies in the province in the last three years (2016, 2017 and 2018) were appreciated. In particular, the criteria regarding facilities of the one-door division and the serving attitude of officials and public employees saw the satisfaction rate of more than 95 percent, up from the previous years.

The one-stop-shop facility of Hong Thai commune (Viet Yen) has been built spaciously and modernly.

To further improve the efficiency of administrative reform, at a meeting reviewing the operation of the on-stop-shop section, Standing Vice Chairman of the provincial People’s Committee Lai Thanh Son asked the localities to continue allocating funding for upgrading equipment and facilities and stepping up the application of information technology, while regularly inspecting and supervising the operation of the one-door section.

Each official and civil servant needs to improve his/her awareness of serving the people. Departments and agencies should soon connect the software to facilitate the process of resolving administrative procedures.

Bac Giang applies Zalo in administrative reform
