New colours in the land of Safety Zone II in Hiep Hoa

(BGO) - Continuing the heroic tradition, the Safety Zone II in Hiep Hoa district, Bac Giang province - where many activities of the Party Central Committee and the Party Committee of the Northern Region took place during the time before the August Revolution in 1945 - is changing drastically. The socio-economic infrastructure has been developed and the material and spiritual life of the people has been raised.

Joining hands to build new-style rural areas

Coming to Hoang Van commune in the early days of August, we clearly felt the richness of this land. This is one of 16 communes of the Safety Zone II that protected and reared many high-ranking officials of the Party and State in the period before 1945.

Roads in Thanh Van commune are cemented.

Once being the "red address" of the revolution, promoting the traditions of the homeland, the people of Hoang Van today constantly overcome difficulties to get rich and build new-style rural areas.

The average annual income per capita of the commune has reached more than 38 million VND (1,645 USD) and the poor household has decreased to 6 percent. With good economy, the local people have contributed money and workdays to build nearly 15 km of rural roads, cultural houses and welfare works.

On August 8, 2012, the Prime Minister signed a decision recognizing 16 communes of the Safety Zone II of the Party Central Committee in Hiep Hoa district during the war against the French, including Mai Dinh, Huong Lam, Hoang Van, Hop Thinh, Hoang Luong, Hoang An, Quang Minh, Mai Trung, Xuan Cam, Dai Thanh, Hoa Son, Hoang Thanh, Thai Son, Dong Tan, Hung Son and Thanh Van. Before the August Revolution in 1945, the Safety Zone II was the place where the Party Central Committee, the Party Committee of the Northern Region and the Northern Revolution Military Committee held political and military training courses for officials from the provinces. This was also a place where high-ranking Party officials were reared and protected.

Along with Hoang Van, the Safety Zone II communes of Hiep Hoa district have also seen changes in socio-economic development and new-style urban area building.

“Regarding resources for building new-style urban areas, the commune has mobilized more than 16.7 billion VND (723,200 USD) from locals, accounting for nearly 38 percent of the total capital for implementing the programme. Especially, the Trung Hoa Village Cultural Center project was built with a budget of nearly 300 million VND from social sources”, said Nguyen Van Phuong, Chairman of the Mai Trung commune People's Committee.

Not only Hoang Van and Mai Trung communes which have "reached the new-style urban area building target", the mobilization of resources to strongly develop infrastructure in Safety Zone II communes has created a new face for the revolutionary countryside. 10 out of the 16 communes have met the standards and been recognized as new-style urban areas.

Preserving, embellishing relic sites associated with tourism development

Along with investment in infrastructure for socio-economic development and new-style urban area construction, attention has been paid to preserving and embellishing relic sites in 16 communes in the Safety Zone II region to educate traditions of and attract tourists to the revolutionary land.

Over the past years, seven relic sites belonging to the Safety Zone II recognised by the Ministry of Culture, Sports and Tourism as national ones have been restored such as Cho Van Communal House (Hoang An), Xuan Bieu Communal House (Xuan Cam), Soi Temple and Van Xuyen Communal House (Hoang Van), contributing to beautifying the landscape, stimulating tourism demand and arousing patriotic traditions among the young generations.

The district has just invested more than 40 billion VND in upgrading nearly 6 km of Provincial Road 288 to facilitate people’s trade activities. The people of the Safety Zone II communes have actively participated in the movement of building new-style urban areas, with hundreds of households donating land for welfare works. Most of the roads have been cemented. Historical relics have been preserved and embellished to become destinations for tourists when coming to the former revolutionary base.

In order to promote the value of the relic sites, the district Party Committee and People's Committee have issued many policies directing the implementation of measures to promote tourism development. Recently, the district People's Committee coordinated with the provincial Department of Culture, Sports and Tourism and related agencies to prepare documents for submission to the Prime Minister for recognizing the Safety Zone II as a special national relic site.

Along with that, the district is focusing highly on disseminating the outstanding values of the relic site and continuing to mobilize resources for conservation and promotion of its values in combination with sustainable tourism development.
