(BGO) - On November 3, Secretary of the provincial Party Committee and Chairman of the Bac Giang provincial People's Committee Duong Van Thai had a meeting with Chairpersons of the district-level People's Committees and leaders of departments and agencies.
At the event, delegates spent a lot of time discussing the implementation of investment projects in the province. They emphasized that the progress of compensation and site clearance of districts and city remained slow because many residents required higher compensation levels than those stipulated in the regulations. Other opinions at the meeting indicated that over the past time, although agencies and localities have strengthened mineral management in accordance with the direction of the Chairman of the provincial People's Committee, illegal exploitation is still seen in several places.
The implementation of Directive No. 17-CT/TU dated February 27, 2020 of the Standing Board of the provincial Party Committee on encouraging all people to collect and treat waste thoroughly, most localities have not yet taken drastic measures.
After listening to reports and presentations by districts, city, departments and agencies, Secretary of the provincial Party Committee and Chairman of the provincial People's Committee Duong Van Thai acknowledged and appreciated the efforts of localities and agencies in performing their assigned tasks.
He asked agencies and localities to continue focusing highly on implementing the "dual tasks" fighting the pandemic and developing the economy. They must not be subjective in Covid-19 prevention and control as the disease is still complicated in the world, he said.
Regarding site clearance, districts and city should focus on doing well the popularization of key projects. The Chairpersons of district People's Committees need to organize direct dialogues with citizens so that they can understand clearly the regulations, thus creating consensus in land clearance.
He assigned a number of relevant agencies to build regulations in the direction: the State is responsible for site clearance for projects and then holds land biddings to ensure publicity and obtain consensus from the people. The regulations will be submitted to the provincial People’s Committee for consideration and approval in its regular meeting in December.
In terms of waste treatment and land management, the provincial leader asked localities and the Department of Natural Resources and Environment to thoroughly handle shortcomings and violations in line with Directive 17 and Directive 19.

The Department of Natural Resources and Environment should give advice to the provincial People's Committee on measures to remove difficulties for businesses after auctions of mining rights in accordance with regulations; while making a list of projects to be carried out in 2021.
It needs to simplify administrative procedures in land allocation, creating favorable conditions for units to implement the projects; and advise the provincial People's Committee to complete the urban land quota adjustment before November 5 to submit to the provincial People's Council, Thai added.
Districts, city, departments, and agencies should focus on improving the Provincial Competitiveness Index (PCI) and the Department and District Competitiveness Index (DDDI), he noted.
