(BGO) - On the morning of April 10, Chairman of the provincial People's Committee Le Anh Duong chaired a teleconference with officials, civil servants and public employees working in departments, agencies and units under the provincial People's Committee and from the People's Committees of 10 districts and Bac Giang city. The event, the first of its kind, was held under the theme of “For comprehensive and firm development of Bac Giang”

Paying attention to digital transformation

The leaders of the province emphasized that in the past tenure, together with the whole country, Bac Giang has made strong developments and achieved many impressive, outstanding and comprehensive results in all fields. That success is a vivid testament to the ceaseless efforts of the entire political system and people of all strata, including the contingent of officials, civil servants and public employees.

The 19th provincial Party Congress for the 2020-2025 tenure has set high targets and a determination to "Build Bac Giang into a comprehensively and firmly developed province, named among 15 developed provinces and cities leading the nation in GRDP growth by 2025".

Regarding digital transformation, Director of the Information Technology Center under the provincial Department of Information and Communications Tran Thi Xuan stated that building a digital administration to improve service quality to better serve people is an inevitable trend and an urgent task of State agencies. Standing Vice Chairman of the provincial People’s Committee Mai Son said that digital government, digital economy and digital society are the three pillars of digital transformation. Of which, digital society is made up of digital citizens.

Grasping that spirit, the province has worked with the Ministry of Information and Communications and major information technology corporations to sign cooperation programmes to support Bac Giang in digital transformation. The province has also directed relevant agencies to study and propose building an open app for citizens.

Regarding the care for the life of workers in industrial zones, Mai Son affirmed that the province always highly appreciates the role of workers. Up to now, it has approved seven housing projects for workers, three of which have been completed. The province has also finished drafting a mechanism supporting the building of childcare schools near the industrial parks and supporting students who are workers' children and teachers at these schools to submit to the provincial People's Council.

Removing obstacles in site clearance and real estate market

Many participating officials, civil servants and public employees commented that for a long time, the work of compensation and site clearance has been a bottleneck in the implementation of socio-economic development projects that needs to be fixed. Vice Chairman of the provincial People’s Committee Le O Pich said that in the past 3 years, the province has organized the acquisition of nearly 1,800 hectares of land of all kinds to implement about 2,100 works and projects, and provided compensation for those involved. This year, about 2,200 hectares are expected to be cleared.

In order to promptly hand over clean grounds to investors, he said that the local authorities, firstly the People’s Committees of districts, city, communes and townships, take the main responsibility for implementing drastic measures in site clearance. The standing boards of the local Party committees need to issue thematic resolutions to focus on leading the implementation of this task; the People's Committees of the districts and city should increase dialogues with citizens to remove obstacles and organize compensation for site clearance in accordance with regulations.

Regarding solutions to ensure electricity and water supply security for the socio-economic development of the province, Pich said that recently, the Chairman of the provincial People's Committee had a working session with the Northern Power Corporation. The corporation and the Bac Giang Electricity Company have built and put into operation many power projects to meet the local needs.

Changing mindsets of officials, civil servants and public employees

Regarding questions raised by participants about the requirements set for officials, civil servants and public employees during this tenure, Chairman of the provincial Le Anh Duong said that in the coming time, officials, civil servants and public employees will face increasing workloads so they should focus more on their work to avoid stagnation. The assessment of cadres needs to be reformed in the direction of assigning specific tasks based on their capabilities and strengths. There should be multidimensional assessments, based on both opinions from the people and businesses as well as their performance.

Many participants also gave measures to promote the province’s socio-economic development, including reforming administrative procedures; improving the efficiency of waste collection, transportation and treatment service fee collection; and using GIS software in updating, managing and publishing data...

After listening to the opinions, the leaders of the provincial People's Committee committed to thoroughly considering the suggestions to apply them into reality. Chairman Le Anh Duong sent a message to all officials, civil servants and public employees across the province: “Acting together for comprehensive and firm development of Bac Giang".

The message stated that Bac Giang now sees many development opportunities. The province is a destination of many domestic and foreign investors. In 2020, it led the country in economic growth. Despite many opportunities, the province could be completely left behind if it takes no specific and drastic actions.

Therefore, officials, civil servants and public employees should not rest on their laurels, but focus highly on changing their mindsets, overcoming themselves and closely coordinating with each other and staying united in solving affairs. Departments, agencies and localities need to continue spreading this message to people of all strata. Localities must pay attention to building cultural foundations, creating a unique highlight for Bac Giang.
