Removing bottlenecks to improve DDCI

(BGO) - Based on Bac Giang province’s Department and District Competitiveness Index (DDCI) rankings in 2021, this year units and localities have developed implementation plans with the determination to improve the sub-indexes with low scores, thereby gradually contributing to improving the business and investment environment and promoting economic development of the province.

Many sub-indexes with low scores

The DDCI at the district level includes nine sub-indexes. Earlier this year, the province announced the DDCI rankings of sectors and localities for each specific indicator. Besides those with improved ranks, there were still units and localities with low scores. Of which, the Department of Health achieved 44.44 points, the lowest among departments and agencies, followed by the Department of Agriculture and Rural Development with 44.68 points, and the Department of Construction 48.53 points.

A number of other departments, agencies and localities, despite having a higher total score, still saw low sub-indexes. For the enterprise support sub-index, 11 out of 15 departments and agencies were scored below 5 points.

According to the provincial People's Committee, the main reason is that the heads of units and localities have not yet raised their roles and responsibilities, and innovated leadership and management methods to create trust among businesses. Some units have not even developed a specific plan and roadmap, and analyzed the reasons for low scores to focus on implementing the sub-indexes. In addition, the awareness of officials, civil servants and public employees of some units in serving people and businesses was still limited.

Focusing on supporting businesses and people

This year, departments, agencies and localities have assessed and analyzed the causes for the sub-indexes with low scores to develop plans and take measures to remove "bottlenecks" for higher points.

Nguyen Ngoc Son, Chairman of the Yen The district People's Committee, said that at the beginning of the year, the committee held meetings with communes, towns and relevant departments, assigning specific tasks to each unit in the implementation of the DDCI, with the responsibility of the heads taken into account and considered a criterion for year-end evaluation.

To help people and businesses clearly understand administrative procedures, and ensure documents are not returned many times, localities have set up working groups to provide specific instructions. In Son Dong district, in addition to assigning tasks to each specialized units according to their functions and tasks to support people and businesses in carrying out administrative procedures, the locality has also tightened discipline, especially among heads of communes, townships and departments in handling documents.

According to Nguyen Viet Toan, Chairman of the Tan Yen district People's Committee, from the beginning of the year, the district has directed relevant units to update and publicize all land use plans and detailed plannings of urban projects on the district portal and the website of the provincial Business Development and Investment Promotion Center. The locality also organized direct dialogues with businesses to promptly remove difficulties facing them.

The Departments of Health, Agriculture and Rural Development, and Construction have developed implementation plans with specific solutions, taking into account the responsibilities of each official and employee to raise points of sub-indexes with low scores. The provincial police opened the column "Information to support businesses" on its website.

Relevant units have also set up Zalo groups to support enterprises in handling administrative procedures and receive information related to security and order in service of production and business activities...

The provincial People's Committee has issued a plan to survey and evaluate the DDCI 2022 and directed districts and city to speed up site clearance for projects and create a healthy competitive environment and an open mechanism to attract investors.
