"Cow bank" - A meaningful livelihood gift

(BGO) – 2020 marks the 10th year of the Vietnam Red Cross Society (VRC) Central Committee’s  implementation of the "Cow Bank" programme, which provides breeding cows for disadvantaged households. In Bac Giang, many households have come out of poverty thanks to this meaningful livelihood gift.

Multiplying joys

Recently, Nguyen Thi Lim Uyen (born in 1976) in Chan village, Lam Cot commune (Tan Yen district) was happy to inform the communal Red Cross officials that her family's cow just gave birth to the first calf. Uyen is often ill, has no stable job, and raises a small child on her own, so her life is quite hard.

Therefore, when she was given a reproductive cow, she was very happy because the cow is easy to raise and she can use leftovers in daily life and plants in the garden as food for the cow, which also helps her family with farm work.

Not only Uyen’s family, many other households have had the opportunity to rise out of poverty from this meaningful programme. At the end of 2015, the family of Chu Van Ha in Dau hamlet, Tu Lan commune (Viet Yen district) was presented a cow from the "Cow Bank" by the district Red Cross Society.

After receiving the breeding cow, Ha learned more about techniques to take care of the animal. In 2018, after a calf was born, he followed his commitment and transferred it to the district Red Cross Society to give to another household to develop the economy.

According to Bui Van Cao, Chairman of the Viet Yen district Red Cross Society, since 2015, the district has granted 63 reproductive cows from the province's "Cow Bank" to poor households in some communes such as Tu Lan, Huong Mai and Trung Son.

Accordingly, each household is provided with a breeding cow. If the first calf born is female, it will be raised for additional 6 months and then transferred to another family. From the second litter, the household can own both the mother cow and her calves.

More support resources needed

In order to effectively implement the Government's Programme 30a in 62 poor districts of the country, since 2010, the VRC Central Committee has carried out the "Cow Bank" programme, which aims to support poor households in developing their economy.

In Bac Giang, 100 poor households in Son Dong district have participated in the programme, then having conditions to develop production and gradually rising out of poverty. The district's annual poverty reduction results exceed the set targets, with a considerable contribution from the "Cow Bank".

Le Thi Duyen, Chairwoman of the provincial Red Cross Society, said that this is a special model not only in its meaning but also in the way to maintain and develop this living "bank". On the basis of reviewing and evaluating the pilot model, the provincial Red Cross Society has advised the provincial Party Committee and People's Committee to expanding the "Cow Bank" programme to the remaining districts and city.

The provincial Red Cross Society’s chapters at all levels have focused on calling for all resources inside and outside the province in order to help more poor people enjoy this programme. The whole province has about 500 poor households benefiting from the "Cow Bank".

For example, in 2017, the provincial Red Cross Society persuaded the Thien Tam Fund of VinGroup to support 200 breeding cows for the poor in the districts of Hiep Hoa, Viet Yen, Luc Nam and Tan Yen. All of these cows came from reputable farms and were fully vaccinated.

Through the monitoring and inspection of specialized agencies, it is known that communes and townships have done well cow management at home and most of the cows have developed well. At present, the provincial Red Cross Society’s chapters at all levels are managing nearly 700 cows of the "Cow Bank" programme.

In fact, through this activity, many poor households in the province have been able to rise out of poverty. In order to continue promoting the programme’s effectiveness, a leader of the provincial Red Cross Society said that the organisation would actively mobilize and call for the help of the whole community to have more funding to provide breeding cows for poor households.
