Bac Giang applies digital technology to build e-government

(BGO) - Over the past years, under the leadership and direction of the provincial Party Committee, People's Council and People's Committee, Bac Giang province has been focusing on implementing a wide range of solutions to promote the application of information technology (IT) to build people- and business-centered e-government, towards a modern, open and transparent administration.

Indispensable development trend

Developing digital government, digital economy, and digital society is an indispensable trend of the current global integration process. Bac Giang province clearly defines that the focal task of e-government is the IT application, bringing all activities of the authorities to the digital environment and using technologies such as big data and artificial intelligence to create new values, thereby changing habits and ways of producing, working and governing, as well as promoting digital transformation in the locality.

The province has invested much in IT technical infrastructure, which sees many improvements, while strengthening IT application and development of information systems and database in the operation of the political system, businesses and people, making them increasingly synchronous and effective.

Especially, amid the requirements of the fourth Industrial Revolution, the Standing Board of the provincial Party Committee issued Resolution No. 433-NQ/TU on IT development in the province in the 2019-2025 period, focusing on three main tasks: (1) Developing IT infrastructure; (2) Building synchronous IT application software systems; (3) Improving the quality of IT human resources.

These are important solutions of the province to boost IT application and administrative reform, creating a foundation for building e-government towards the digital government of the province.

Besides the results achieved, the development of e-government in the province still sees limitations and difficulties such as asynchronous IT infrastructure; small-scale provincial data integration center, high risk of information insecurity; and the province's smart control system and information security monitoring center yet to be built...

Putting digital technology into all walks of life

Facing those requirements and tasks, the provincial Department of Information and Communications has identified a number of basic solutions for digital transformation to build digital government, digital economy, and digital society in the province in the coming time.

Firstly, the department will advise the provincial Party Committee and People's Committee to well implement the mechanisms and policies of the central Government and promulgate local policies to create a comprehensive legal framework for the implementation and development of e-government, towards the digital government of the province. 

It will issue a resolution on digital transformation, building digital government, and developing digital economy and digital society in the province in the 2021-2025 period; and select technology as a strategic breakthrough in the coming term, especially digital technology.

Secondly, it will continue to effectively implement Plan No. 91-KH/TU of the Standing Board of the provincial Party Committee on realising Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo on a number of guidelines and policies on actively participating in the fourth Industrial Revolution and issue smart city development programmes, schemes and plans to successfully build the province’s e-government and digital government.

Thirdly, the department will build telecommunications, IT and communications infrastructure to transmit, connect, deploy and operate the activities of e-government and smart urban areas; and increase the provision of online public services at levels 3 and 4, targeting the satisfaction of people and businesses. At the same time, it will interact more with people and implement digital government from the commune level.

Fourthly, the province’s data infrastructure will be developed and new data and technology platforms will be built for comprehensive smart city development to improve the quality of life of the people.

Fifthly, the department will review, rearrange and mobilize all human and financial resources to invest in building a digital technology platform and implement priority tasks for developing e-government.
