(BGO) - Bac Giang has ranked 10th in the Digital Transformation Index (DTI) for two consecutive years. This result affirms the determination of the province in prompting administrative reform and building a government serving the people, striving to become one of the leading localities nationwide in the field of digital transformation.
Upgrading the ranking
According to the DTI rankings announced by the Ministry of Information and Communications, Bac Giang province ranked 10th out of 63 provinces and cities nationwide in 2020 and 2021. Nguyen Gia Phong, Deputy Director of the provincial Department of Information and Communications, said that 2020 was the first year of the DTI and the province was named among the top 10.

However, in 2021, the Ministry of Information and Communications issued a new set of indicators with many criteria. Therefore, the department assigned specialized staff to regularly follow up and give timely advice on plans to improve the indicators with low scores.
Determining that digital transformation should be people-centered, making technology easy for people to access and use, the province has established 209 community digital technology groups at commune level and 1,891 at village level (reaching 100%) with about 16,000 members.
To create a foundation for digital transformation in the field of public administration, Bac Giang has developed a digital database and many utility applications. The one-stop shops at all levels have listed administrative procedures by QR codes. Many of them have operated a Zalo group to announce the results of settling administrative procedures. The Local Government Service Platform (LGSP) has connected and shared data from the province's software and databases to ministries and agencies through the National Government Service Platform (NGSP).
The province put into operation a digital data warehouse, applied 15 national digital platforms, and integrated all 25 essential public services onto the National Public Service Portal.
Investment in the building and development of information technology application systems and databases in activities of agencies at all levels and localities has been increased. According to Tu Quoc Hieu, Director of the provincial Department of Health, at present, all medical facilities in the province apply the automatic numbering system for medical examination and treatment; 80% of district-level health centers and 100% of provincial-level hospitals use test management software; all local medical examination and treatment establishments apply a remote medical examination and treatment system, serving online briefings. The percentage of local people with electronic health management records is nearly 94%.
Prioritizing resources for digital transformation
The digital transformation results the province has achieved in recent years show the active participation of the Party committees and authorities at all levels in the province in order to effectively implement Resolution No. 111/NQ-TU of the provincial Party Committee dated June 11, 2021 on digital transformation of Bac Giang province in the 2021-2025 period, with a vision to 2030.

Duong Cong Dinh, Vice Chairman of the People's Committee of Luc Nam district, said the district is mobilizing human and material resources for digital transformation. In May 2022, the district put into use a modern one-stop shop with many utilities serving the handling of administrative procedures. It is effectively operating the friendly government model in 25 communes and townships.
To encourage people to submit applications online, the provincial People's Council issued Resolution No. 11/2022/NQ-HDND stipulating a 50% reduction in fees and charges applicable to organizations and individuals who implement administrative procedures through the online public services at levels 3 and 4. The Chairman of the provincial People's Committee promulgated a set of indicators for evaluating the province’s digital transformation, thus giving accurate assessments of the performance of agencies and localities as a basis for developing a plan for implementing provincial-level digital transformation.
In order to perform well the digital transformation task, Bac Giang will continue to promote communications to raise awareness of digital transformation; update and maintain the e-government architecture version 2.0 and version 1.0 of the ICT reference architecture for smart cities in the province.
It is gathering resources to develop infrastructure, digital platforms and shared data, applications and services; speeding up the process of hiring the services of the provincial network safety and security monitoring center system.
The province will invest in equipment, software and monitoring systems to ensure information security, information systems and databases of state agencies. It will pay attention to developing the pillars of digital society and digital economy, while strengthening training to improve information technology skills for officials and civil servants.
