(BGO)- Kha Ly Thuong village in Quang Minh commune, Viet Yen district, Bac Giang province was selected to build a smart village model in 2022. Thanks to drastic engagement of the local party committee and government in line with consensus of the locals, Kha Ly Thuong became the first smart village in the province reaching 2 main targets: electronic citizen identification and product completion with QR codes for origin traceability.
An indispensable trend
Kha Ly Thuong village is home to more than 1,000 households with over 4,000 residents. Its annual per capita income reaches more than 64.3 million VND (2,743 USD), higher than the province’s average rate.

In order to facilitate trading and selling products, many households and cooperatives in the locality have applied information technology in online sales, providing e-invoice and bank-transfer payments instead of cash payment, which are very convenient. As earning high incomes, the local people have donated billions of VND to repair, upgrade and build cultural houses.
Tran Sy Quang’s family is one of the outstanding households in application of information technology in production development and joining hands to build new-style rural areas in Kha Ly Thuong village. Although he is 80 years old, Quang was ready to make personal e-identification card and engaged in building the smart village. Every day, he still reads newspaper and searches for information with his smart phone.
With his activeness over the past 10 years, Quang and his family has developed Gac Viet Agricultural Cooperative with various products and total output of tens of tonnes per year to export to the US and Australia, creating jobs and incomes for tens of local labourers
Specially, almost the steps including production, transaction, selling and payment of the cooperative are applied information technology. The products “Gac oil” and “pure gac powder” of the cooperative were rated 3-star OCOP products by the provincial People’s Committee in 2022. The products are stamped origin traceability with QR codes and sold online on the cooperative’s website.
Joining hands to fulfill the unprecedented criteria
In 2022, Kha Ly Thuong village was assigned the task to build the “smart village” model. According to the set of criteria to build typical new-style rural communes and smart villages, Kha Ly Thuong was required to fulfill 2 targets. Particularly, from 25 percent of its population or more use personal e-identification and the village must establish at least one production model applying smart agricultural management or one model implementing online transaction applications on e-commerce platforms.

Implementing the direction by the commune’s party committee and government, the village management board has communicated on the loudspeaker system and at the conferences of the grassroots party committee and unions while requesting the party members to pioneer doing the tasks. Besides, they visited every household of prestigious people who have smart phones to mobilize them to make personal e-identification first as good examples for the locals to follow.
In addition, the village established a community-advising group in collaboration with the unions, party members and students’ parents at the schools in the locality to mobilize the locals to participate in making personal identification and guide to install e-health book application.
As a result, 27.5 percent of Kha Ly Thuong’s population have been integrated their basic personal information on the national database through personal identification codes, 2.5 percent exceeding the target. The rate of people monitored their health reached 99.8 percent. The percentage of the citizens participating and using remote health check-up platform reached 41 percent and 78 percent of the population have e-health books.
Kha Ly Thuong has been invested to upgrade the lighting system and high-speed internet infrastructure to serve digital economic development. Gac Viet Agricultural Cooperative was selected to be built into a typical production model with products stamped with QR codes for origin traceability conforming to the criteria of a smart village.

Thanks to proper direction and leadership of the local party committee and government in line with the people’s consensus, Kha Ly Thuong has fulfilled the assigned task to build a smart village to help the locals apply information technology in their normal life and rapidly access to the database related to land, environment and online public services. Besides, it helped Quang Minh commune reach the target of building the first typical new-style rural commune of the province in 2022, contributing to making Bac Giang’s rural areas more modern and civilized”, stressed Tran Van Phuong, Vice Chairman of the people’s committee of Quang Minh commune.
