(BGO) - The occupational accident and disease insurance benefits are stipulated in the Law on Occupational Safety and Health approved by the 13th National Assembly at its 10th session on June 25, 2015. Over the past time, authorities at all levels, agencies and enterprises in the province have paid attention to implementing such policies to share difficulties with employees.
According to regulations, beneficiaries are those who work under labor contracts with indefinite or definite term, seasonal or a certain job with term from full three months to less than 12 months.
A staff member of the provincial Social Insurance Agency introduces social insurance policies to employers.
They meet accidents at the workplace and during working hours; outside the workplace or outside working hours when performing duties at the request of the employer; on the route from their homes to the workplace and vice versa within a reasonable time. The provincial Social Insurance Agency will pay a slum-sum benefit to employees with a working capacity decrease of 5% to 30% and a monthly allowance for people with a working capacity reduction of 31% or more.
Nearly 4 years ago, Ngo Van Kh., a worker at an enterprise in the Quang Chau Industrial Park (Viet Yen district) unfortunately had an occupational accident. A strong impact while working caused him a spinal injury, reducing his working ability by 90%, so he could not return to the production line. Kh. received a monthly allowance of more than 3.8 million VND (160 USD) by the provincial Social Insurance Agency.
Nguyen Van Th. in Bac Giang city, after suffering a work accident and losing 15% of his health, was entitled to a slump-sum benefit of 172 million VND (7,275 USD). During the process of completing procedures for insurance benefits, Kh. and Th. received the careful guidance of insurance staff.
The provincial Social Insurance Agency said it pays nearly 1 billion VND (42,320 USD) in occupational accident and disease benefits every month to 957 people. In addition, the occupational accident and disease insurance fund also supports the payment of health examination, convalescence and rehabilitation, and health insurance premiums for those who enjoy monthly occupational accident and disease allowances, with a total of over 1 billion VND since 2020.
Besides the state agencies and administrative units, the province has many industrial parks, clusters and cooperatives in operation, attracting hundreds of thousands of local and foreign workers. According to the Government's Decree No. 58/2020/ND-CP, employers are responsible for paying the occupational accident and disease insurance premiums at a rate of 0.5% of the base salary for each employee.
The rate is only 0.3% if the enterprise ensures a number of conditions such as no administrative sanctions or criminal penalties within three years; submitting periodical reports on occupational safety and health on time, and the frequency of occupational accidents decreasing by 15% or more per year.
In order to effectively implement the policies, over the past time, the Social Insurance Agency, the Department of Labor, Invalids and Social Affairs, and the Labor Federation in the province have built a coordination mechanism in inspection, supervision and hastening employers to pay compulsory social insurance premiums for employees, including contributions to the occupational accident and disease insurance fund.
They requested businesses to regularly review and improve production processes and work environment to ensure occupational safety and health. Depending on the nature of work, enterprises should coordinate with medical facilities to provide periodical health check-ups for workers in order to early detect those with occupational diseases for effective treatment. According to the provincial Social Insurance Agency, the majority of employers have well complied with regulations and fully implemented policies for employees.
