Bac Giang proactively upgrades administrative reform ranking

BAC GIANG - Administrative reform is a strategic breakthrough with an important impact on Bac Giang province's socio-economic development. Therefore, this work has always received the attention, leadership and direction of the provincial Party Committee and People's Committee, with the great efforts and determination of agencies, units and localities.

As a result, in recent years, Bac Giang has always been in the top 15 provinces and cities nationwide in the Public Administration Reform Index (PAR Index).

The quality of administrative reform and service efficiency has been improved, recognized by the people. The province's PAR Index ranking has increased year on year, from the 13th in 2020 to the 7th in 2021.

In particular, last year, Bac Giang ranked 4th among 63 provinces and cities. It has led the country in the field of "building and developing electronic government and digital government" for three consecutive years and ranked second in the category of "streamlining the State apparatus".

From a province facing many difficulties, with high efforts and determination, Bac Giang has taken creative solutions to improve the quality of administrative reform.

Provincial leaders and heads of agencies, and district-level People's Committees have regularly organized dialogues with people, businesses, and investors to grasp difficulties and obstacles and promptly resolve them. They have also regularly inspected administrative reform and investment environment improvement activities; received feedback from people and businesses to promptly detect and strictly handle any acts of causing difficulties for enterprises and negative phenomena. 

Thanks to that, the satisfaction of people and businesses when implementing administrative procedures has been improved, thus increasing investment attraction efficiency.

The province has promoted creative emulation movements; encouraged initiatives and bravely applied them to administrative reform at the grassroots level. The registration for applying administrative reform initiatives was implemented right from the beginning of the year, with each agency registering to conduct at least three initiatives.

Many initiatives have proven effective in practice and been widely applied such as the remote electronic identification; the automatic answering system; applying QR codes in guiding people and businesses to look up administrative procedures and the progress of settling administrative procedures, and online payments; online application appraisal; "virtual assistant" on Zalo; issuance of public service cards...

In addition, localities have also employed models of handling administrative procedures under the motto "fast, simple, and beneficial to the people" which are appreciated by people and businesses, such as the "Quick Friday" and the "Monday without Appointment" in Bac Giang city; "Friday without Appointment and Writing" and the "Sunday for the People" in Lang Giang district...

The work of reviewing, simplifying and restructuring administrative procedures has been carried out regularly. Bac Giang province currently provides 951 all-in online public services. The total number of online applications received accounts for more than 80%. The province has cut the handling time for 241 administrative procedures by 30-60% compared to the time prescribed by the Government.

In order to strengthen the public duty performance of officials and civil servants, the Standing Board of the provincial Party Committee issued Directive No. 26-CT/TU dated June 2, 2023 on rectifying working styles and habits and raising responsibility in performing tasks to meet requirements in the new situation and promote the human factor.

Bac Giang and Binh Phuoc provinces strengthen cooperation, experience exchange in administrative reform

Bac Giang social security steps up decentralization in handling administrative procedures

(BGO) - From April 1, Bac Giang province's social security agency has conducted decentralization to the districts in the settlement of survivorship, occupational disease and accident benefits. This is a step to promote administrative reform, creating favorable conditions for policy beneficiaries and those on duty.

 

Over 90,000 administrative procedures handled online

(BGO) – Since early this year, there have been 224,000 turns of visitors and over 90,000 dossiers submitted online to the Bac Giang Provincial Public Service Portal. The province was highly evaluated as one of localities with high online dossier submission in top leading group nationwide.

 

Bac Giang surpasses digitalization target of valid administrative procedure

(BGO) – Bac Giang province has digitalized 21,327 results of handling valid administrative procedure from the departments and sectors under the provincial People’s Committee, accounting for 100 percent of the plan set by the province and surpassing 50 percent of the central target.

 

Bac Giang ranks sixth nationwide in handling administrative procedure

(BGO) – By the end of the first quarter in 2023, Bac Giang province ranked 6 out of 63 provinces and cities in the leadership, management and quality assessment index (Index) to serve people and business in handling online administrative procedure and public service. Particularly, the province topped localities nationwide in such index in March.
