(BGĐT) - Tourism development, which was among major focuses of the northern province of Bac Giang in the past, continues to be defined as a key area in the province’s socio-economic development. In the 2016-2020 period, the provincial Party Committee’s Standing Board issued Resolution 44-NQ-TU (Resolution 44) dated March 30, 2016 on measures to boost tourism.Nguyen Phuc Thuong, Vice Director of the provincial Department of Culture, Sports and Tourism granted an interview on the topic.

Could you please reveal major orientations of the province in tourism development in the future?
With clear viewpoints and specific goals for tourism development, Resolution 44 aims to make tourism an important economic sector that holds a high proportion in the province’s economic structure. The province will build tourism products of its strength, focusing on culture and spiritualism, history-culture, ecology-resort. It will develop the trademark of Tay Yen Tu festival as a highlight of local tourism.
Bac Giang will choose a number of districts, including Son Dong, Yen The, Luc Ngan, Luc Nam, Yen Dung and Bac Giang city to invest in. By 2020, the province expects to complete basic infrastructure serving tourism, thus adding it to Vietnam’s tourism map.
Great investment is needed in developing tourism. So what are Bac Giang’s solutions for the issue?
In 2017, the province will complete its tourism development plan to 2030 to with long-term measures to optimise its potential and strengths.
It will encourage investors to join local authorised agencies in building tourism planning in a scientific, effective and sustainable manner.
The province will also select a number of existing tourist sites and destinations to call for investment, and connect them with relevant relic sites to form tourist destination chains in Bac Giang in the coming years.
In term of resources, the province will prioritise the allocation of the State budget to the building of transport infrastructure system, ensuring infrastructure in tourism sites basically meets development requirements in 2020.
At the same time, Bac Giang is calling for investment in transportation expansion in the form of Build-Transfer (BT) and Build-Operate-Transfer (BOT). The province will offer support policies for investors in major tourist destinations.

Currently, the province’s tourism sector is implementing a tourism human resources training plan in the 2012-2016 period. In the coming time, the sector will submit another plan for the 2016-2017 period to the provincial People’s Committee for approval, with special attention to improving skills for those who directly involve in tourism services, including owners of accommodations, enterprises, and cultural management officials in districts and management boards of relic sites, as well as tour guides and local families.
To do this, the province will coordinate with training establishments across the country to give training, re-training, capacity improvement courses for tourism personnel and grant licences to tour guides, while strengthening inspection of local tourism businesses, building tourism culture, and forming a friendly and professional tourism workforce.
What the local tourism sector has done to boost tourism promotion?
Currently, the Television of Vietnam (VTV) and the Vietnam News Agency (VNA) are two major media partners that the province has worked with to promote local tourism through programmes, reportages, films and photos.
Local media has also actively involved in the work, focusing on introducing the province’s socio-economic development, natural landscapes, relic sites, the land and people, cultural and historical values, and policies of Bac Giang in attracting investment for socio-economic growth, especially tourism development.
Trade fairs cultural festivals, conferences and seminars have been organised to boost tourism while a number of websites of local departments and districts have also served tourism promotion. The sector will continue proposing the province develop typical souvenirs and specialties of Bac Giang to serve visitors, which is also an effective channel for tourism promotion.
The province has directed the Department of External Affairs and other relevant agencies to boost international friendship and cooperation in tourism development. In a wider scale, the province will cooperate with the Vietnam National Administration of Tourism and the Vietnam Chamber of Commerce and Industry and other Government agencies abroad as well as the association of Bac Giang people abroad to support the promotion of Bac Giang tourism.
Connection is an inevitable and obligatory trend for tourism development. Since 2010, Bac Giang has set up links with many provinces and cities across the country. In 2015, the provincial People’s Committee officially signed a tourism cooperation deal with seven localities including Lang Son, Bac Ninh, Quang Ninh, Thai Nguyen, Hai Duong, Ho Chi Minh City and Hanoi.
The localities agreed to work together in popularising their tourism products, while linking their websites to promote tourism and encouraging businesses to invest in each other’s market. They concurred to build tourism products in connection with destinations in the forms of “two localities-one destination” or “three localities-one destination”, while increasing information and experience exchange.
What role do locals play in tourism devleopment?
Many localities such as Da Nang and Da Lat cities have succeeded in promoting the role of locals in tourism development. All people from taxi drivers, souvenir traders to food sellers show their hospitability. In ecotourism or community tourism, tourists mostly meet locals. Therefore, the province has paid attention to improving locals’ skills to communicate with tourists. In addition, encouraging people to be polite and deliver good words and deeds is also an effective way to attract more visitors./.
