Bac Giang determined to improve competitiveness

(BGO) – Since the beginning of this year, departments and localities in Bac Giang province have taken many good and active ways to improve the District and Department Competitiveness Index (DDCI). They have synchronously implemented solutions to create an open investment and business environment, contributing to improving the Provincial Competitiveness Index (PCI).

Reviewing and raising sub-indexes with low scores

The DDCI is carried out at 25 localities and provincial departments and agencies. The province’s DDCI ranking showed that many sub-indexes in both groups increased dramatically.

However, there are still a number of weakly performing sub-indexes such as access to land and business premises, informal costs, fair competition, legal institutions and security-order.

Last year, the provincial Public Security Agency ranked 13th out of 15 provincial departments and agencies with a score of 49.18. Half of the eight sub-indexes were below 5 points, in which the “informal costs” and “legal institutions” sub-indexes were very low, at 4.41 and 4.02 points. To fix this problem, the agency’s leaders are determined to improve the index.

In addition to communication activities, the agency sent an open letter to businesses and people; and opened the column "Business support information" on its website. Functional departments have set up Zalo groups to support enterprises in handling administrative procedures and receiving information related to security and order in service of production and business activities. With this approach, the agency’s service quality has been appreciated by people and businesses.

This year, the provincial Public Security Agency strives to raise its DDCI to the top five among provincial departments and agencies.

Similarly, in the group of districts and city, last year Tan Yen was the locality with the lowest score, 40.39 points. The district had seven out of the nine sub-indexes below 5 points. This year, the district has a new way to raise the score. 

The Chairperson of the district People's Committee directly signed the minutes to limit the number of inspections on an enterprise in a year. Besides, its one-stop-shop division actively guides and solves administrative procedures related to enterprises to ensure quality and progress.

In addition to continuing to raise the achieved index, units and localities also have their own plans to improve the sub-indexes with low scores, creating favorable conditions for enterprises and investors in their production and business activities.

Creating favorable business and investment environment

Last year, Bac Giang ranked 27th out of 63 provinces and cities in the PCI, up 13 places compared to the previous year. In 2021, the province plans to increase its ranking.

To achieve the goal, the provincial People's Committee has directed the districts, city, departments and agencies to focus on improving their DDCI rankings. The Chairman of the provincial People's Committee requested the districts and city to accelerate the site clearance as well as create a healthy competitive environment and an open mechanism to attract investors, contributing to the local socio-economic development. 

For large projects, a working group established by the province or the Management Board of Industrial Parks has been sent to directly provide consultations for and support businesses.

The provincial People's Committee maintains a working group to receive and handle feedback from businesses and investors; organize meetings with enterprises to listen to their aspirations and proposals.

Realising the direction of the province, districts, city, departments and agencies are speeding up the fixing of limitations. For example, the Department of Natural Resources and Environment has focused on reforming administrative procedures while publicising documents and dossiers on its portal. 

It has also coordinated with districts and city to advise the province to approve the land use plan for 2021; and with the Department of Planning and Investment in making the provincial planning for the 2021-2030 period.
