BAC GIANG - On September 30, the Customs Branch managing industrial parks (IP) in Bac Giang province (Customs Branch) organized a talk show with businesses in local IP. The event was attended by representatives from 40 businesses.
At the meeting, representatives of the Customs Branch provided general information about the branch’s activities over the past 9 months and specified a decreased budget revenue through export and import activities from businesses year on year.

The enterprises' opinions were considered and answered by the Customs Branch then guided for implementation in accordance with the provisions of law. Specifically, a representative of Luxshare ICT Company Limited in Van Trung IP (Viet Yen district) stated that when a company's machinery and equipment are damaged or repaired, the supplier checks and requests to change some components. Was it necessary to open a purchase and sale declaration for those components?

Regarding this issue, the representative of the Customs Branch answered that according to the law, enterprises can choose to carry out or not to carry out customs procedures. In case customs procedures are not carried out, businesses need to prepare and store documents and have detailed records of tracking incoming and outgoing goods according to regulations of the Ministry of Finance on buying and selling goods, which determines clear purpose and source of goods.
Besides, another company mentioned that domestic enterprises importing chemicals from abroad into bonded warehouses have applied for a chemical declaration confirmation and a license to import precursors. So when they sell goods, do they need to declare chemicals and precursors?
Regarding the above content, the representative of the Customs Branch cleared that based on the Law on Foreign Trade Management in 2017, import goods management measures are only applied once to private customs areas.
